Spring is just a few weeks away in the Balkans and their are ominous signs that along with the snow melt another Balkan war will begin. The NATO humanitarians are determined to complete the job they began last year. Contrary to what Albright, Rubin, Clinton, and Blair tell us of their determination for a multiethnic democratic Kosovo.
